Bates, record, pages 20, 21, and 22. It was admitted that the forms used in making reports to the Interstate Commerce Commission were identical in form with those prescribed in the Commission's order of June 28, 1911. The defendant at the trial relied entirely upon the alleged insufficiency of the service of this order, and moved the court to enter judgment for the de fendant.
