POLAND (Warsaw) The issue of stamps by the local "Burger Committee" has been ofl1cially authorized by the Germans, but from what we read we imagine that the stamps are as much "postage due" as "postage" stamps. It appears that the Germans themselves do not undertake a house-to-house delivery inWarsaw and it is this function which the Committee is fulfilling. The first issue consisted of 5 groszy and 20 groszy stamps, but the charge of 5 gr. was raised to 6 gr. and this value was surcharged accordingly. We need not describe the varieties of 'this surcharge, handstamped, typo graphed, etc., etc., all of which are catalogued at length with great gusto by the German dealers, together with the stamps themselves in various "pretty shades." It will be suflicient to say that the design of the 5 gr. is said to be the symbol of the Vistula, showing a figure whose upper part is a woman with drawn sword, its middle that of an eagle with outstretched wings and claws, and its lower part a fish's tail. The 10 gr. shows the single-headed white eagle of Poland. Both stamps are inscribed "K. O. W. M."(Komitet Obywatelski MiastaWarszawy) signifying "Burger-Commitee of the City of Warsaw."
