Excerpt from Twenty-First Annual Report of the Trustees of the Massachusetts School for Idiotic and Feeble-Minded Youth: October, 1868 Resolved, That the trustees of the Perkins Institution and Massachusetts Asylum for the Blind, or the trustees of the Massachusetts School for Idiotic and feeble-minded Youth, may charge for receiving and educating indigent persons and the children of indigent persons, designated by the governor to be received by them according to law, such price by the week, for each state beneficiary, as they may determine, with the approval of the governor, the amount to be fixed, in each case, with reference to the ability of such indi gent person, or the parents of such child, to contribute towards the expense of his education and support - [approved March 24, 1865.
