Rita E. Guare is an associate professor in the Division of Educational Leadership, Administration, and Policy, at the Fordham University Graduate School of Education in New York City. In addition, she is president of the university's Faculty Senate. Bruce S. Cooper is professor and vice chair, Division of Administration, Policy and Urban Education (APUE), at the Fordham University Graduate School of Education, New York City.
