It is true that, by natural growth and increased facilities, the flood of traffic on the District maintains very large proportions. It has two brief periods of high tide in each twenty-four hours, but the ebb is rapid, and during most of the day and night, travel is little better than stagnant. Of course there are exceptional periods--the 9th of November and other days--when startled officials are taxed beyond their stereotyped energies; the Earl's Court Exhibition, too, helps to swell traffics. But, when all is said, the existing business cannot pay dividends; few persons, unless under compulsion, patronise the noisome tunnel, and competition is ever snatching away custom by offering greater inducement to passengers. Modern methods of quick transport are gradually but surely bidding successfully against the conservative customs of the District Railway management, inaugurated thirty years ago, and scarcely changed since then. The most dangerous competitor now in successful work, and the shares of which are at a premium, is the Central London Railway, by which passengers are conveyed from Shepherd's Bush to the Bank, rapidly, in a cleanly atmosphere, at a uniform fare irrespective of distance travelled. Other competing tube lines are being constructed, and yet others are authorised, and these, as they come into use, with all the advantages of modern conveniences, and operated by electric traction, would make yet fuller inroads on the waning fortunes of the District. The Inner Circle was a monumental work of engineering for its time, and, as in almost every other branch of constructive enterprise, England showed the way for other nations to follow.
