Excerpt from Third Biennial Report of the Montana State Board of Health: From December 1, 1904 to November 30, 1906 We unanimously urge the passage of a pure food and drug law that will be effectual in preventing the sale of impure foods and drugs in our state, and the sale of poisonous drugs, except on the order of a physician, We respectfully call your attention to the fact that a law which simply prohibits the sale of such articles is worse than useless, and unless the law provides for the chemical analyses of foods and drugs and provides for special officers to see that the law is enforced it will prove worse than no law at all.
