When one reflects that the net legislative outcome of this costly investigation were two bills, which Governor Smith vetoed; which Governor Miller signed with a public statement denying the plain purport of the language of the act, and which, if his statement be correct, are unnecessary, as existing statutes cover the ground, but which may easily be enforced in an arbitrary and tyrannical fashion, one can scarcely think of a more extravagant wa.te of the money of the taxpayers.
