The expenses of establishing and maintaining said prison and all persons confined therein, during the term of their confinement, shall be chargeable to the treasury of said city, and such prison shall be under such rules and regulations as the common council of said city shall ordain and establish. SEc. 24. In all cases in which the mayor or any other ofiicer in said city, by virtue of any of the powers or provisions of this act, shall have the power to sentence or commit any person or ersons to the county jail in the county of Fairfield, it shall be lawful for t e mayor or other oificer to sentence or commit such person or persons to said city prison, instead of the county 'ail, at their discretion. Sac. 25. he common council shall provide for the accountability of all the ofiicers of the city and all other persons to whom the receipt and disbursement of the funds of the city shall be entrusted, by requirin of all of them good and sufiicient bonds with security for the full and fait iful discharge of all their duties. Sac. 26. Whenever the city shall at any meeting thereof, legally warned and held for that purpose, determine that the public interest of said city will be promoted by dividing the same into wards, it shall become the duty of the common council to divide said city into four wards, as nearly e nal in point of territory and population as can be, with fixed and establis ed bounds, and said common council shall have power to alter, enlarge or change the same from time to time, as they may deem ex edient. ac. 27.
