Bill Foster is a Texas-based cowboy and cattle rancher who has spent more than three decades working in public education-first as an agriculture teacher and now as a superintendent. He is a graduate of East Texas State University, where he earned both his bachelor's and master's degrees in education. A member of the American Quarter Horse Association and the Ranch Horse Association of America, Foster was raised on a Texas farm as the grandson of a share cropper.
