Engine-builders, as a rule, have never put in a curriculum at sea, and consequently know little of the anxieties, care, and worry of a sea-going engineer's life, or how a slightly different arrangement of the piping, platforms, or valve-boxes, as the case may be, would ameliorate his condition; hence, the practical inspector should see that all is arranged in the best possible manner for the convenience of those in charge..BOILEKS. The attention of the inspector should also be regularly directed to the progress of the boiler construction; he should note very particularly that all flanged plates show no sign of fracture; that all rivet-holes are perfectly fair; that all screw-stays are a fit, having their holes fair; that the screwed holes for the stay-tubes are of full-thread and fair for the tubes; that the bottom rivets are headcaulked inside and out, also all shell landings; that all joints previous to rivetting are iron to iron. From the neglect of this latter point arises all leaky joints or seams; the surfaces being brought close together prior to rivetting, prevents any "give" when the boiler is warmed, besides offering no lodgment for water; no seam can be truly right or tight where mere caulking is depended upon. The inspector should always look upon the construction of boilers as his most important engineering duty; all boilers should be the ne plus ultra of workmanship and material no boiler will leak or give trouble if properly made. The practice of sub-letting the manufacture of the boiler to the foreman or platers, at so much per ton, or so much per foot for caulking, or so much per hole for screw-stays, &c., &o. is very reprehensible; the engine builder is more
