Excerpt from Shipbuilding and Shipping Record, Vol. 10: A Journal of Shipbuilding, Marine Engineering, Docks, Harbours and Shipping; September 6, 1917 The British Load Line Regulations should be enforced throughout the voyage on foreign ships trading with this country, and not only on such vessels Whilst in our ports. As the law now stands, a foreign vessel can start on a voyage to this country over-loaded to the extent of the weight of coal used on the voyage. Of the shipping tonnage under the British flag upwards of 90 per cent. Is owned in the United Kingdom, and this is the tonnage by which almost the whole of the oversea trade within the Empire is carried. The vessels owned in the Dominions are employed mainly in the coasting trades of those Dominions. It is neither necessary nor expedient for a Dominion to impose standards other than those adopted by the United Kingdom. If our standards are not sufficient they should be amended; but the standard should be the same in all ports of the Empire. It is only by enforcing such uniform standards that the shipping of the Empire can be made available in all ports of the Empire.
