It speaks for itself: --" It would be inconsistent with experience in all departments, public or private, to expect that every one of nearly 900 inspectors, appointed by as many parochial boards, should at all times have performed his difficult duties without omission or error, or even that none of these officers should be found on trial to be unfit or incompetent; but the results of our investigations in the parishes in which they have been completed fully bear out the opinion expressed in Sir John M'Neill's letter of the 25th May, as to the inaccuracy of the constables' returns, on which the commissioners have relied. In many cases we have already ascertained that, of the persons returned as pauper lunatics, some are insane or fatuous, but not paupers; some are paupers, but not insane or fatuous; and that some are neither paupers nor insane or fatuous persons. In one parish, where three names, which had not been reported to us, were included in the list sent to us by the commissioners, we found that no pertons bearing stick names are known in the parish, to the inspector, the minister of the parish, or the medical officer, who have filled their respective situations for many years....
