But as with other powers that are conferred on our law enforce ment authorities, it is our contractual understanding as a free people that these powers will be exercised with restraint and common sense. Moreover, it is absolutely clear that under Federal law the Secret Service may not make permanent changes to city streets in the District of Columbia.
