Existing limits and divisions of Colombo, Kandy, and Galle to continue in force. 6 Governor in Executive Council may alter the number or limits of the divisions of any municipality. 7 Municipal councils. Councillors to be elected or nominated. Chairman to be ex-officio councillor. Municipal council to be a corporation. 8 Chairman and councillors of late municipal councils to continue in oflice under this Ordinance until appointment of successors. 9 Qualification for election as councillor. 10 One-half at least of the councillors to be elected. Non-elected councillors to be nominated by Governor. 11 Qualification of voters. A person owning several houses in one or more divisions, of the required annual value, to have a vote in respect of every such house. 12 Joint stock companies may vote. 13 Chairman of municipality or government agent to prepare two separate lists for each division of persons entitled to be elected and to vote.
