An ordinance creating an office with a salary is one "involving the expenditure of money" within the meaning of Sec. 2 of act 102 0. L. 521 (Gen. Code 4227-2), the operation of which is suspended for sixty days after passage, during which time there is no authority to apply public moneys to payment of salaries for services of such officers. 2. Officers Appointed Pursuant to Ordinance are not Temporary Appointments. Ofiicers appointed under an ordinance creating the ofilcers and fixing the salaries thereof are not temporarily appointed "to prevent stoppage of public business or to meet extraordinary exigencies" as prescribed by Gen. Code 4488. 3. Village Officers Continued In Office as City Officers Refers to Elective Officers. Oflicers of a village advanced to a city, who are continued in office until succeeded by proper officers at the next regular election, as provided by Gen. Code 3499, are elective omcers.
