Any person except a pilot or public officer, Boarding certain vessels witUout 2 who shall board or attempt to board a vessel arriving in leave-penalty 3 Boston Harbor, Salem Harbor, Fall River Harbor, or the 159, H lt 8. 4 harbor of New Bedford and Pairhaven, before such vessel 5 has been made fast to the wharf, without obtaining leave 6 from the master or person having charge of such vessel, or 7 leave in writing from her owners or agent, shall forfeit not 8 exceeding fifty dollars for each offence. 1 Sect. 19.
