This report is prepared in advance of any further activity on the part of this committee. It earnestly hopes that its suggestions may be heeded as it has requested, and that they will result in a general observance thereof by the Chairmen of the committees and speakers, to the end that the work of this committee may be systematically and efficiently conducted along the lines for which it was instituted.
