In ordinary times it would request increased appropriations to extend its work, especially in behalf of the foreign-speaking population. Owing, however, to the special need of economy in all departments, such recommendations are deferred. When the department for the foreign-speaking population was created, it was considered an experiment. No appropriation was provided except for the salary of the director, but it was understood that later, if warranted, adequate provision would be made for the maintenance of the department. The experiment has proved even more successful than anticipated, as may be seen from earlier reports as well as the current one. This satisfactory showing has been accomplished only in consequence of the marked ability of the director, Miss J. M. Campbell, who brought to the work long experience in similar efforts elsewhere, and to the active and unpaid service of many leaders of the nationalities whose members the Commission sought to benefit.
