Excerpt: the said Board for taking part in valuation of animals, which are to be slaughtered, according to this Ordinance, the amount of compensation from public funds is fixed, according to Royal Proclamation February ll, 1881, regarding compensation for military, civil and ccclesiastic public officers for different journies within the district belonging to their duties. Sec. 3. The expenses for slaughter and burying of dead animals and those for cleansing measures, are to be defrayed by the owners of the animals. ART. 4. On indictments etc. If any person knowingly breaks the prescriptions given for prevention and stoppage of infectious diseases among domestic animals, he shall be punished according to penal law. Whoever breaks this statute or the provisions laid down in the same, shall be actionable before the Court of Justice and indicted by the public prosecutor or such authority, who in special cases have been appointed for that purpose by the Sanitary Board or Local Board. W hosoever considers his rights to be interfered with or unlawfully restricted by the decisions rendered by the Governor of the province, Sanitary Board or Parish Board, in pursuance of the provisions promulgated in this statute, appeal against the Governor of the province to the King within the time fixed for appeal against the verdicts of acting authorities and civil Boards, and appeal against the verdicts of the Sanitary Board and Local Board to the Governor of the province within the time appointed for appeal against the verdicts of the session of the Local Board; the said decisions, however, to be in force, without regard to the appeal, until otherwise has been duly ordered by the proper authorities.
