ARTICLE IV. PERMITS TO PURCHASE. SEC. 400. Issuance and use of permits to word "vendor" when used in this article will include any person delivering, furnishing, or passing title to liquor, and the word "vendee" will include any person receiving possession of. or title to, liquor, although no sale is involved. SEC. 401. For procedure as to use of Form 14103 to secure per-' mission to ship liquors legally possessed and held for 'beverage purposes, see Article XXI. SEC.-102. For procedure as to use of Form 1410(', 90-(lay Permit to ship tax-paid alcohol, see Article X. i SEC. 403. Except as provided by Articles X and XI, any person holding permit, Form 1405, entitled to purchase or procure intoxicating liquor in accordance with the provisions of these regulations must, in order to obtain such liquor, secure permit to purchase on Form 1410A from the director, and no person is authorized to furnish or deliver intoxicating liquor, either tax paid or in bond, except pursuant to and upon receipt of such a permit to purchase, unless otherwise specifically provided in these regulations.
