The work was divided among sub-committees----one on the legislative aspects of the problem, another on its economic aspects, etc. The sub-committee on the legislative efforts to control the trafiic consists of President Eliot of Harvard University, President Low of Columbia University, and Mr. James C. Carter of New York. They expended more than $6000 in making a direct first-hand investigation, by the trained experts named above, -of the workings of prohibitory and license laws of various kinds in Maine, Iowa, South Carolina, Massachusetts, Ohio, Indiana, Pennsylvania, and Missouri. Definite local information is set down as obtained in each of these States. This investigation extended over two years of work, and it includes the result of almost every kind of experiment that has been made to restrict or to prohibit the traflic. The results presented in this compact volume cover a sufiicient time and a wide enough area to demonstrate more clearly the limits of the effect of law than has ever before been shown. No student of legislation or of the liquor problem can proceed intelligently withotit a knowledge of the results thus obtained, and wise legislation on this very important subject in the future will hardly be undertaken without reference to the results here set forth.
