There naturally follows, on the part of the group thus formed, cooperation with outside individuals and with other organizations. To quote again from Professor Taylor, the settlement "Seeks to unify and help all other organizations and people in, the neighborhood that will make for righteousness and brother----hood. It is not a charity, but aids in the organization and mutual_ helpfulness of all existing charities.. 'It is not an exclusive social circle, but aspires to be the centre of the best social life and interests of the people. It is not a school, but proposes to be the source and agency for educational effort and general culture. It is non-political, yet has begun to be a rallying point and moral force for civic patriotism." The settlement may be further denned, therefore, although partly in recapitulation of what has been said, as a centre of effort for social betterment which _i y grappling with local problems, in association and cooperation so _ far as possible with its neighbors, which is laying hold of and strengthening, as it finds opportunity, all latent or partly devel oped local forces which would make for the general good, thus _ striving to rehabilitate the neighborhood from within; and which in all its undertakings is putting due and special emphasis on personality--the contact of man with man.
