Now, Sir, as I receive no commissions or other consideration for the risk & responsibility which have been imposed upon me, & as I do not account with regular vouchers & I trust in an honest & upright manner for the application of all the monies remitted to me, by producing regular receipts of the officers of the State Departments of Militia recognized by the Militia law of the United States, (over whose appointment & conduct I have little if any controul), it would not be legal, equitable or generous to make me responsible for the detailed accounts of all the officers of those Departments. It is true that about $27,000 of my account consists of payments made by myself. For the allowance of the items composing that sum, ) am & ought to be personally responsible & with respect to those items I ask no favors whatever. If they do not appear to be just & correct in substance & generally in form, I shall chetiiully submit to their rejection. It is not because I have any apprehensions of the correctness & allowability of the accounts of the Quartermaster General & subordinate Quartermasters that I urge the settlement of my account upon the principle before mentioned; for they have all rendered their accounts, & I have personally examined every item & voucher of Genl. Porter's account, of that of Brigade Major's Seymour & Brown of Genl. Brown's Brigade, & of most of the detachment & Regimental Quartermasters & know them to be correct & just in substance, & in most instances regular in form.
