We recall no case in which friends of libraries who looked into the subject carefully have not preferred the later form of the law. Library legislation in other states. A law of Pennsylvania enacted in 1895 authorizes the school board in any school district of the state, not included in a city of the first or second class, to establish a public library for the free use of the people of the district; the library to bo administered by the school board through a board of library trustees appointed by and responsible to them. All public libraries so established are under the supervision and subject to the inspection of the state librarian, who may require from them such reports as he may deem proper. In Michigan the control of the state library has been given to a library committee consisting of the library committees of the two legislative houses acting with the governor and state librarian. Other libraries in the state may become 'associates' with the right to borrow books from the state library. $2500 was voted to establish a system of ' Michigan traveling libraries.' In Vermont a library commission has been appointed to aid small towns in founding public libraries by giving $100 worth of books to any town meeting required conditions. In Wisconsin a library commission was created to advise inquirers, aid library organization and direct the public library movement. In Montana $1000 was voted for state circulating libraries of 100 volumes each to be lent to communities paying expenses and giving security for safe return within six months. $500 was also appropriated for 1896 and $300 annually thereafter.
