It is the essence of any system of self-government that the people in each community should decide for themselves. If the smallest practicable unit be the county, then Cavan, which belongs to Ulster, and lies at the junction of the three Provinces, should be given the option of joining Leinster or Connacht if the people in these Provinces would accept the responsibility. The table is merely given to show how the populations could be equalised. Before analysing the four Provinces it might be useful to show the population of the different self-governing Provinces or States in the Colonies, and the United States, each of which has its own Parliament and Executive for local matters, as is so often pointed out by Home Rule speakers.
