Delegate Pyner, District 13--I have something to otfer in lieu of Section 5. 1 move as a substitute that the section read: "He may in conjunction with the International Executive Board appoint such field and olfice workers as may be necessary to conduct the aifairs of the International Union." (Seconded.) Delegate Bittncr, Secretary of the Committee--The report of the committee covers that and means just exactly what the brother's substitute means. There is a section farther on which says that all appointments and removals shall be subject to the approval of the International Execu tive Board. Delegate Pyner--You will observe there is an omission in my substitute. I have omitted making any reference to the appointment of organizers. Perhaps you have overlooked that. The section submitted reads: "Ho may appoint such organizers, field and office workers." etc. It may be necessary for some delegates to inquire why I have omitted any reference to organizers.
