Mr. Chairman and Members of the National Safety Council: In the manufacture and handling of explosives, compounds and mixtures of a widely different nature are encountered, especially if we include within the general term "explosives" the "commercial explosives" (nitroglycerine--for oil well shooting--dynamite, blasting, gelatin, black blasting powder, etc.) and "military explosives" with which it is a common though improper practice to class smokeless powder. Smokeless powder of the type used by our government for cannon is known as a "single-base" powder, the base being nitro-cellulose (gun-cotton). It is not a true explosive, but produces its effects through rapid burning which, with the confinement afforded by the gun, results in the development of high pressures. Small quantities ignited in the open burn quietly and even hundreds of thousands of pounds, when accidentally ignited, have burned off rapidly with no other effect than the development of extreme heat. On the other hand, the double-base "smokeless" powders, used most frequently for small arms, contain nitroglycerine and may, if closely confined or burned in bulk, detonate violently. In this respect they closely resemble the high explosives, which are said to "detonate." Black powder, which is a mechanical mixture rather than a chemical compound, is said to explode rather than detonate and small quantities may even burn off rapidly without explosion.
