Excerpt: ...the different stages, until it becomes the act of the Common Council, and is especially useful as a book of reference by the public generally, in containing the time of the passage of each act by the two branches of the Common Council and the date of its approval; and Whereas, A book of index has been so kept for each year, separately, until the present time, thereby affording the amplest facilities for the examination of the records and transactions of the Common Council, as well by the public as by the members of each successive Common Council; and as such books, being invaluable in aiding searches among the city's archives, should be filed each year by the Clerk of the Common Council and kept in his ofiice for public convenience; and as the labor expended in keeping such books of index has been separate and distinct from the duties of the ofiice of the aforesaid Deputy Clerk, compensation should be made him therefor; be it, therefore, Resolved, That the Clerk of the Common Council be, and he is hereby, directed to keep the aforesaid books of index on file in his ofiice, so as to be accessible at all convenient times for public use; that he cause the present system of indexing to be perpetuated, and the said books to be annu ally filed upon the completion of each municipal year; and be it further Resolved, That the Comptroller be, and he is hereby, authorized and directed to draw a warrant in favor of Francis J. Twomey, the Deputy Clerk of the Board of Aldermen, for the sum of fifteen hundred dollars, as compensation for devising the aforesaid system of indexing the proceedings and keeping such books of index for the years I861, 1562, 1863, 1864, 1865, and 1866; the amount to be charged by the Comptroller to the account of...show more
