Commending on Warvelle's record of reception of the "Ambassadors" in Illinois he says: This reads somewhat like Mr. Gerard's description of his reception at the German court, and recalls his statement that he was very conspicuous by reason of the fact that he wore no court uniform. Are ambassadors at the Court of Illinois required to appear in court dress? If so, this may account for the absence of so many of the ministers plenipotentiary. Later, the Grand Master of Illinois reported that he had issued an "Encyclical." The use of this word might imply that each envoy extraordinary was expected to present himself in the robes of a cardinal.
