Hearing on master's report. C. P. No. 1, Phila. Co., June T., 1918, No. 687. Walter George Smith, Esq., the master, reported as follows: F1ND1NGS or FACT. 1. John Scott, a resident of Edinburgh, Scotland, gave to the city of Philadelphia, by his will probated in 1816, a fund of $4,000 invested in United States 3 per cent. certificates (then worth 65 per cent. of their par value) in the city of Philadelphia, the interest and dividends therefrom to be laid out in premiums to be distributed among the ingenious men and women who make useful inventions, but no one of such premiums to exceed $20, and with each premium was to be awarded a copper medal inscribed "To the most deserving." ' 2. The administration fund, having been accepted by the city of Philadelphia, was carried on through various agencies until it came into the hands of the Board of Directors of City Trusts, the petitioner, by virtue of an act of assembly of June 30, 1869, P. L. 1276. This board has since continued the custom of making awards on the recommendation of Franklin Institute. 3. Awards have been made as follows: 1822-1834, thirty-seven; 1861-1871, none; 1872-1881, not recorded: 1882, twelve; 1883, eight; 1884, four; 1885, sixteen; 1886, six; 1887, six; 1888, eight; 1889, seventeen; 1890, eleven; 1891, sixteen; 1892, fourteen; 1893, seven; 1894, nineteen; 1895, six; 1896, eleven; 1897, ten; 1898, ten; 1899, four; 1900, nine; 1901, twenty; 1902, eight; 1903, ...
