Res. 27; Joint Committee Exhibits Nos. 173 Through 179 Beginning in December 1940, conversations for the readjustment Of Japanese relations were conducted secretly between Bishop Walsh, president, and Mr. Draft, administrative secretary of Maryknoll (a high institution of American Catholicism), on the one hand, and Colonel iwakuro of the Military Affairs Bureau Of the Army Ministry and Mr. Tadao ikawa on the other. By April 1941, the time had become ripe for the Governments of the two coun tries to conduct the conversations themselves. It should be remembered that because Of the personal connections of the participants in the conversations from the first, private contact was maintained between President Roosevelt himself and Mr. Hull on the American side, and between Ambassador nomura and the Japanese Military and Naval Attaches in Washington on the Japanese side.
