However, the bill provides only for the award of those litigation costs determined by the courts to be reasonable. It is the Government that has no incentive to settle this type of suit. They take, use, and enjoy the benefits of the patent owner's invention, pay him nothing, and the patent holder is unable to seek injunctive relief to stop them.
