My information and belief is that about 10 per cent, under the most favorable circumstances, goes through the canal, and 90 per cent goes by rail, so that it is a tributary toward the transportation facilities of New England rather than a main line of them. Am I not right about that, Mr. Matthews? Mr. Matthews. Not 90 per cent, but 75 or 80 per cent. Secretary Baker. Mr. Matthews says I somewhat overstated it, that 75 or 80 per cent goes by rail. But the amount through the canal is relatively small. Mr. Rayburn. Mr. Secretary, when we passed the railroad control act to take over the railroads of the country, we deemed it essential to the transportation of the country that they be taken over, but that did not prove that one railroad, the Texas Midland, or the Trinity & Brazos Valley: down in Texas, that were taken over, were essential absolutely during the war, did it? Secretary Baker. Certainly not, sir. Of course not. And the taking over of all of the railroads of the country rather than the taking over of a particular and essential line, was in order to give coherence to the systematic control over all of the transportation facilities of the country rather than emphasizing the military value of one particular line. Mr. Winslow. Now, following out Mr. Eayburn's suggestion, wouldn't it appear that if this canal was not taken over under the general legislation for taking over transportation facilities, and later was taken over for a specific purpose, as stated by Mr. Hines, that the reason it was taken over was because it had military value?
