When the knowledge of the early history or parentage of the child would be a hindrance to its future progress in life, such a child is to be placed out at such distance from its early surroundings that there will be a reasonable certainty that its history will not follow it. Such visiting agent is to visit the children so placed out, and is to apportion the permanent homes found by him among the dependent children in the various counties of the State, in such manner as to equitably distribute his services. He is to keep a complete itemized record of his work, and report concerning the care, condition, education of every child visited, to said Board, also to the institution or authorities from which it was received. He is to make all changes of children from one family to another when necessary. Every children's home is to send to the Board of State Charities the name, age and description of each child, then in its charge, and thereafter on the first Monday of each month, euch institution is to forward to such Board the name, age and description of each child received during the preceding month, designatirg such as should be placed out at a distance from their early surroundings. It is made the duty of the visiting agent to visit each child at least once a year and as much oftener as may be found necessary, until such time as it shall appear evident that the child is permanently and happily established in the foster homes, when such visits may be discontinued.
