Excerpt: ... proper officials, plans for new jails, workhouses, children's homes, infirmaries, state institutions and municipal lock-ups or prisons, and for important additions to cr alterations in such existing institutions, shall be submitted to the _ boa.rd of state charities for its approval. (R. S. Sec. 656.) Section 135-1. The governor, at any time, may order the board ot' state charities, or a committee of two members thereof, to investigate the management of a benevolent or correction-al institution of the state. In makng such investigation, the board or its committee, shall have such authority as is conferred upon officcrs authorized to take tlctiosilinrls, to send for papers and persons, to administer oaths, and to punish as for contempt a person, who, being duly summoned by it, refuses to appear or produce papers. A report of an investigation, with testimony taken therein, shall be made to the governor, and by him submitted to the general assembly with such suggestions as he deems proper. (R. S. Sec. 656.) Section 1355. A person summoned to appear in the investigation, provided in the preceding section, other than officers and employes of the benevolent or correctional institutions under examination, shall receive such fees and mileage as are allowed witnesses in the court of common pleas. The witness fees, mileage and expenses of an investigation shall be paid from the current expense fund of such institution upon an itemized account approved by the president and secretary of the board of state charities. Section 1356.
