The board is not advised of any appeals on the part of the membership of the Rank from their action, none having been _ presented for submission to the Supreme Lodge. It is possible that the beneficiaries, heirs or parties at interest in-some of the cases referred to by the board as being contested or in litigation may appeal to your body for relief. A number of Section by-laws have been submitted to the President of the board for action, and when found to conform to the constitution and general laws of the Endowment Rank approved by him. Under date of July 30, 1892, the Secretary of the board requested a ruling from the President on the following! "Are the heirs or beneficiary of a member who died on July 15, or before August 15, 1892, liable for Special Assessment No. 1?" Rul1n.g.----" Yes, and for reasons say, that under the laws governing the Endowment Rank the monthly payment charged against the membership on the first day of each month becomes due on that date, and members are required to pay the same to the Secretary of their section on or before the 10th day of the month. The Board of Control are authorized by law, when in their judgment it is necessary to meet the accrued liabilities of the Rank, to issue special assessments, which are governed in all respects as monthly payments; therefore the special assessment becomes a charge against the membership on the date of its issue. The law as a matter of convenience gives the member thirty days in which to pay the same.. "It is, therefore, ordered that in the event of the death of a member on the 15th day of July, or prior to the 15th day of August, you will require the payment of Special Assessment No. 1 before paying to the beneficiary...show more
