According to the published report of January 31, 1916, of tl1e county highway commissioner of Dane county, the sum of $241,529.44 was disbursed through that oflice for the year 1915. The true valuation of the whole county for the year 1915 as shown by the annual report of the assessor of incomes is $161,348,480. The true valuation of the county excluding Hadison, with a valuation of $58,190,753, and Stoughton, with a valuation of $4,862,117, is $98,295,610. The county highway tax levied by the county board at its November session was eight-tenths of a mill, or approximately $130,000, of which the share assessed against the city of Madison was $47,110.58 or thirty-six and one-third per cent. of the whole county highway tax. The city of Madison contains approximtely sevently-five miles of streets that have been opened for public travel. It is thus apparent that the city of Madison, with seventyfive miles of highway, has made-provisions for approximately one-half million dollars for highway purposes. On the basis of the county tax of $130,000, only about one-half of which is for highway construction, the balance being repairs, machinery, etc., it is quite probable that the amount expended by the county on its system of seven hundred fortyfive miles of prospective state l1igl1ways during the present year will under no conditions exceed $300,000. It is further apparent that the city of Madison, containing but little more than one-third of the toal property in the county, has, for the year 1916, more
