The city of Cleveland contains 90 per cent. of the population of Cuyahoga Count, in which there are at present 92 political subdivisions or taxing units. In the above communication the Civic League submits a proposed constitutional amendment under which it would be possible to consolidate the county, city, and all other local governments in Cuyahoga, or any county similarly situated, into one municipal governnient. In Minnesota lie finds an enormous increase in the cost of state government, whether measured in terms of tax levies, receipts or expenditures, an increase not only in the aggregate but also in nearly every department. Much of this increase he shows to e due to the great expansion of state activities and inuch to the higher level of general prices. The comparison of recent Minnesota figures with those of the other states was difficult because of the differences in and the limitations of the various state accounting systems and also because of differences in state functions and activities.
