Excerpt: ... manner provided in this Act, or shall neglect or refuse to keep the same open, as required by this Act, such person or persons shall be deemed guilty of a misdemeanor, and on conviction thereof, for the first offense shall be fined, in a sum not less than $25 nor more than $100; and for the second offense shall be fined in a sum not less than $50 nor more than $200; and for each subsequent offense shall be confined in the county jail for not less than thirty days nor more than one year. A special set of regulations governing the establishment of drainage districts in Washington county is provided in the Oregon law. They differ in some respects from the drainage laws given which apply to other portions of the state. RESUME'OF DRAINAGE LAWS No attempt will be made to discuss these laws in their entirety. For the purpose of indicating the method of procedure in the establishment of a drainage district, by which means doubtless much of the Willamette valley drainage will necessarily be accomplished, the essential steps will be pointed out. a. Twenty-five per cent or over, (in number, not acreage) of the land owners in a drainage system must apply to the County Court for the organization of a district. The petition must give a description of each separately owned tract, its acreage and ownership, boundaries and general character of the proposed drainage system, and name three persons to serve as trustees for the first year. b. The County Court, at a regular term, will consider, grant or disapprove the petition unless a remonstrance be presented signed by two-thirds of the property owners in the district.
