Excerpt from Message of the President of the United States: Communicating a Report From the Secretary of State and Accompanying Papers, Relative to the Claim on This Government, of the Owners of the French Ship La Manche, and Recommending an Appropriation for the Satisfaction of the Claim
The agent of Messrs. Le Roux has, in consequence, addressed to me a stated account in detail of the business, which I have the honor to annex hereto, No. 1.
The Ship having, during the time of her detention at Boston, been exposed to serious damage, which made repairs necessary, the consul of the Emperor at said port deemed it to be his duty to address a letter to the United States attorney, in which he established, in advance, the right of the owners to just compensation for material damages for which they Should not be responsible. This paper is here annexed as No.2. In fine, under no. 3, is annexed the account in detail of damages and interest claimed by Messrs. Le Roux. These damages are esti mated for losses positive or eventual, as well as for indemnity due for the Ship and crew, by reason of the detention suffered, at the sum of francs 90 centimes. In this s'um the costs of law proceedings and the fees of counsel during the continuance of the suits at law are not included, the estimate for this expense not having yet been ascertained.
