Excerpt: ...each applicant forappointment to the office of Notary Public or Justice of the Peace be required to give proof of his qualification as an elector of this State at the time of filing his application, his application to be approved 'by some officer of the Court, or other designated authority, only after due inquiry into his fitness to hold such office; and that the term of office be extended, and a proportional increase in the fee paid to the State be required. WELFARE CODE COMMISSION. From time to time, during the course of the years, much new legislation and various improvements of amendment and repeal of obsolete laws on our statute books relating to dependency, juvenile and adult delinquency have been enacted, so that, while our laws on these vital questions are more or less satisfactory, they are also in need of revision and codification. '-. Since the trend of scientific study and humane practice has shown the need of a complete revision of these laws so that, in word as well as in spirit, they may be, at least, equal to the most enlightened thought and progress of the country, I recommend that during the present session provision be made for the appointment of a joint legislative and administrative commission whose duty it shall be to study and clarify the existing codes, and recommend to the General Assembly the passage of such.new and revised legislation as, in the opinion-of the commission, is needed for the best interest of the State; and further to report its findings in detail to the General Assembly and to the Governor not later than in the month of January, 1926, so that adequate legislation may be enacted at the next session.
