Latin Americans are too religious to follow the Pogrom inspired Communism of Russia which at its base is "No religion" and a "One World Government". To keep a free hand in this CIA policy, news of Latin American military atrocities are suppress and Ambassador Binns was ordered to stop using State Department memos and faxes as Congress would learn about atrocities which would interfere with the plans of the Pentagon and CIA.
