In this matter the com mittee recommended that the organization co-op erate with the American Society for Testing Mnterials and other similar organizations in formulating a standard rule. The committee on ties made a report in which recommendations were made in the matter of spotting ties for renewals, distributing ties, counting and inspection, piling, handling of treated ties, etc. The committee on buildings made a report in which it stressed the advantages of wood block flooring, stating that repairs thereto are easy t" make, the blocks are easy to work and truck on and the tools are not damaged by falling on such a floor. The report of the committee on wood preservation-recommended the addition of coal tars to creosote as a practice widely established and laid down certain specifications designed to control the practice within reasonable limits. An appendix to the report of this committee was favored by Prof. Irving W. Bailey, of Harvard University, on the "Effect of Structure of Wood upon its Permeability." Only coniferous woods, however, were considered in that connection. The Secretary of the Treasury a few weeks since, speaking at San Diego, Cal., asked "What is the matter with this country?" and answered, "Not a damned thing." Abe Martin, the nation's sage, says: "One 0' th' peculiar things about th' Wilson administration is that it has caused even worse times in Canada."
