Should this section of Act 49, relative to the State Highway Fund, be further amended to provide a greater revenue than at present for the needs of the Highway Department to carry on its work, our State would have, in the writer's opinion, a thoroughly practical and efficient highway law. The conditions under which the State Highway Department exists having now been briefly stated, an outline of its policies and aims will be presented. While it is apparent to anyone who has studied road matters for a period of years that the advantages of improved public highways have been proved beyond all argument, we still have in several sections of our State a class of citizens who refuse to be convinced that they, or their community, can be benefited by any change, and regard the expenditure of any funds upon the construction of a high-class, permanent type of highway, as wasteful and totally unnecessary. As a result, the work of the Department has for the most part been largely of an educational nature, and although it has proven a difficult matter sometimes to get a foothold, it is gratifying to be able to say that success in demonstrating to any community, however skeptical it may be, the true worth of a good road, most if not all of the "doubting Thomases" seldom fail to sooner or later fall into line and accept as a fact what is best for them, and thus new converts to the cause of good roads are constantly being made.
