Sec. 5. The Congress shall have power to enforce, by appropriate legislation, the provisions of this article. It will be something more than interesting if Japan or Japanese citizens resident in this country are found to come within the provisions of the section quoted. We believe serious consideration will be given to the contentions of Japan. This amendment, by the way, has been used by lawyers for years much as Lincoln's old office hat on which he had written notice: "If not found elsewhere, look here." Judicial honors are looked forward to by every lawyer as the pinnacle which each aims to reach. A position on the bench is one of dignity and honor. It calls for peculiar characteristics in the devotee who wins ambition's goal. Fairness, candor, knowledge and sterling honesty are essential. No element of spite, revenge or dishonesty should be permitted to influence a judicial decision. With so much in precedent to guide, how is it that decisions in law are not more often absolutely acorrect and in accord with the spirit of equity? Too often it is found the underlying reason lies in the mental and moral qualities of the jurist. It is not the rule that the best lawyers are found on the bench, either in American or Canadian courts.
