Excerpt: ...out of moneys appropriated for the contingent expenses of the secretary of state; and for that purpose it shall be lawful for the sajd secretary, from time to time, to receive, from the state. treasury, on the warrant of the auditor, out of the said appropriation, any sum or sums of money which he shall deem necessary, not exceeding, at any one time one How-money tburth of the appropriation for the current year; and it drawn and shall be the duty of the auditor to draw his warrant oil' accounted the treasury accordingly, taking his receipt therefor, and charging the said secretary therewith: 'Provided, That no warrant shall be drawn as aforesaid, until the warrant previously drawn shall have been duly accounted for. Contingent.-Sec. 9. Be it further enacted, That the said secretary bftCeTMtleV sna keeP exact accounts of the contingent expenses of his quarterly, office, and on the first days of January, April, July and October, in each year, shall render his accounts, with all necessary vouchers of all expenditures not previously ac; counted for, to the auditor of public accounts, who shall settle and adjust the same, as other accounts against the estate. Neglectof Sec. 10.
