The provisions for raising and repaying the money required for the execution of the improvements arc, briefly, as follows: Under the Land Drainage Act IS45. The money may be advanced by any person. and the person advancing it is to be entitled, on proof that it has been fully expended on the authorised improvements, to a charge upon the inheritance for the repayment of the advance. The money advanced is to bear interest at a rate not exceeding 5 per cent., and to be repaid by equal annual instalments, such instalments. in the case of improvements by drainage, warping. irrigation, or embankment, to be not fewer than twelve nor more than eighteen, and, in the case of improvements by the erection of buildings, to be not fewer than fifteen nor more than twenty-five: (see sects. 5, 8, and 9). Under the Public llfoney Drainage Acts 1846 to 18.'iG.---An advance of public money from the Treasury, not exceeding 5000, may be obtained through the Board of Agriculture on certain prescribed conditions, including the production of evidence to the satisfaction of the board, or the giving of security to their satisfaction, that the works will be completed within five years. The advance, however, is not made until the works have been completed, but the provisional certificate issued by the board may be assigned as a security to persons advancing money for the execution of the works. Upon the issue of the advance, the land is to be charged with a rentchargc of 61. 10.'. for every 100l. advanced, payable for twontytwo years by equal half-yearly payments: (see sects. 1, 3, and-1 of 19 & 20 Vict. o. 9; sect. 5 of 13 & 14 Vict. c. 31; and sect. 3-1 of 9.s.-. 10 Vict. c. 101).
