And be it further enacted, that every person being unmarried, and every other person being under the age of thirty years, that after the feast of Easter next shall marry, and having been brought up in any of the said arts, crafts, or sciences, or that hath used or exercised any of them by the space of three years or more, and not having lands, tenements, rents, or hereditarnents copyhold or freehold of an estate of inheritancc, or for term of any life or lives of the clear yearly value of forty shillings, nor being worth of his own goods the clear value of ten pounds, and so allowed by two justices of the peace of the county where he hath most commonly inhabited by the space of one whole year, and under their hands and seals, or by the mayor or other head officer of more
