Killigrew and the crew of the Tisiphone are bound for Norfolk Island with a reporter bent on interviewing one of the prisoners incarcerated there. But several of the prisoners escape, and what ensues is a deadly game of cat and mouse among the New Hebrides, where Killigrew unearths a series of illegal trades in a deadly business.
