In making any comparison between these two classes'of establishments, it should, how ever, be remembered that the lengthened periods of detention in the Government prisons, Pmsoss. the laborious and exposed nature of the work upon which large classes of the prisoners "'_ are employed, as well as the small proportion of females, are all elements which must increase the costs. The annual cost per prisoner in the Government prisons, excluding the female prison at Brixton, where the charge does not exceed 26!. 5s. 3d., varies, from 27l. lls. 3d. at Portsmouth, to 361. 3s. 6:1. at Milbank, and averages 3ll. lls. 10d.
